Can I upload the SRT to YouTube?

Yes. In YouTube Studio, open Subtitles, choose Upload file, then "With timing" and pick the SRT.

How exact is the timing?

Each caption follows the spoken segment it comes from. Long sentences are split across captions, with the time shared out by length.
